Setting question here - is there any kind of government entity that deals specifically with superheroes and supervillains a la SHIELD in Marvel-land or the National Supers Administration from The Incredibles, on either a national or international level?

Basically it's the difference between Shepard here being ex-military or current-military-espionage-diplomacy-whatever, but I also think it's an interesting setting element to either have or not have.
